HAPS/HSAAs - Hospital Accountability Planning Submission/Hospital Service Accountability Agreements
On April 1, 2007 the LHINs assumed responsibility for planning, funding and integrating health services and since that time, the hospitals and the Central East LHIN have negotiated Hospital Service Accountability Agreements (HSAAs) which form the basis for a multi year planning and funding framework for each hospital.
Using the current funding model called HSFR (Health System Funding Reform), Ontario's health care system has moved away from a global funding system towards what is now known as Patient-Based Funding.

From the beginning of HSFR implementation in 2012-13, the Central East LHIN has pursued the strategic objective of moving Ontario’s health care system away from global funding towards an equitable and sustainable funding model that will also standardize care, minimize practice variation and encourage investments in quality improvement and patient safety.
Under HSFR, hospitals are funded based on how many patients they look after, the services they deliver and the specific needs of the population they serve, and how efficiently service delivery occurs in comparison with their peers.
Below you will find the agreements with all the Central East LHIN’s hospitals.
The LHINs, alongside numerous stakeholders, originally negotiated HSAAs with a term of 2 years that took effect on April 1, 2008. Since 2010, the agreements have been amended and extended and are in effect until March 31, 2018. Each agreement contains funding and performance accountabilities and is refreshed quarterly to reflect new funding during the term of the agreement. The agreements also include performance obligations specific to the Central East LHIN.
