Northumberland Hills Hospital - External Operational Review

On February 25, 2015, the Board of the Central East Local Health Integration Network (Central East LHIN) passed a motion that saw an external team conduct an operational review of Northumberland Hills Hospital (NHH).

This was the next step in a process that began in August 2014 when NHH notified the Central East LHIN that it was facing a deficit and would be challenged to achieve and maintain a balanced budget, a legislated requirement outlined in its annual Service Accountability Agreement with the LHIN.

Since that time, the Central East LHIN had been actively working with the leadership and Board of NHH to get a better understanding of the challenges facing the hospital and the steps it would need to take to achieve long term financial sustainability, including supporting NHH’s call for coaching assistance at the end of October 2014.

On January 28, 2015 the hospital presented the results of the coaching review to the Central East LHIN Board highlighting the immediate efficiencies and cost reductions that could be undertaken and the longer term partnerships, integrations and clinical changes that NHH could include in a short term improvement plan and a longer term “revisioning” of NHH. The sharing of the coaching review by NHH prompted the Central East LHIN Board to direct the hospital to prepare an Improvement Plan.

Recognizing that NHH required more time and support to develop a satisfactory Improvement Plan, the Central East LHIN took the lead in recruiting and appointing an external operational review team with the announcement in July 2015 that a team from Hay Group had been selected to conduct the review.

With international, national and provincial expertise in health care administration, care delivery, governance and operations, the six-member team, along with a group of respected clinical and governance advisors,  supported NHH in the development of an Improvement Plan to address the hospital’s long-standing financial challenges and allow it to continue to provide sustainable care for its community.

The Central East LHIN and NHH supported Hay Group as they conducted their analysis and gathered feedback from hospital staff, physicians, patients and caregivers, the hospital’s health partners and members of the community. Final recommendations were made to the hospital and the LHIN Boards of Directors in October.

The hospital submitted it NHH Board-approved Hospital Improvment Plan (HIP) to the LHIN Board in December 2015 and a revised HIP in January 2016.  With the LHIN Board approving the revised HIP at its January 13th open board meeting, the hospital is moving forward to implement the HIP recommendations.
